What time frame might this be? the only identifying information is:

I can't even imagine a boy would like being dressed like that even for the time!
What time frame? Well I think probably around 1902-1908, but I agree, no self-respecting lad of school going age - for surely he is at least seven or eight years old - would let his mother dress him up like that for a day out in town. It would have taken months, if not years, to live down in the playground.
